British Views on Plagiarism

Nothing earth-shattering in this article from the Guardian, though I never considered the difficulty in finding a paper written specifically in British English. The newly formed Plagiarism Advisory Service in Britain maintains that plagiarism in Britain is nowhere near that found in America or Australia and that most of it is accidental anyway. The director of the PAS states that "law students are expected to make detailed references to case books within their text, while English students are expected only to cite sources in footnotes or a bibliography." This represents different methogologies surely, but does anyone else find this condescending to students of English?
