UMichigan's Scholarly Publishing Office has put a bibliography of electronic peer review tools on the web. [Likely they didn't intend for it to be linked from elsewhere - I found it by googling for such a beastie. -elijah]

By peer review, I mean "in the sense of scholarly publishing," not "in the sense of student review of peer writing." A slight distinction, but perhaps one that bears reexamination.

The bib is here. It lists articles written about peer review (notably, mostly from the perspective of scientific scholarly publishing), compares available software packages, and notes trends in academic publishing.
