nice designs, but not much open source going on
I took a quick look, and I'm not convinced there's much in the way of open source going on here. Definitely a "lack of licensing" issue. Mostly non open source from what I can tell.
Still, nice designs.

True...they address the question here. They don't seem to have made a decision on the matter, but judging from this guy's profile, individuals can specify licenses, including CC ones or the GPL. Or this user's profile -- if "Feel free to use my designs for whatever you want" can be considered a kind of license. :-P
I registered at the site to see what would happen if I tried to submit a design, if I'd have some licensing options, and there were none. I see that there is a gatekeeping process; it can take up to two weeks for designs submitted to the site to be approved.

It seems like a great project
It's just it's kind of misleading to call it the open source web design project.
Meanwhile, you might also take a look at what Wordpress has to offer. I've seen some great GPL'd themes that you could modify for use with Drupal.
