I don't have a Chronicle subscription and I can't download the PDF for some reason, so my comment is pretty much worthless. Sorry about that.
Well, the study is useful in that it quantifies, illustrates, examines the gap... and if the news is that the gap is closing slowly or not at all, well, that's worth investigating as a separate issue.
